Making a Forum in the home page will let the users like
me (withouth much time to develop but feels like to help
and promote) help the noob user.

You can use phpbb2 and you just need to place this in
somewhere with a database an link to it in the home
page, and is done.

You even dont need to loose time helping people in the
forum, just write the wiki page and let the user help other
users.

    It's better to use the mailing lists (which have a newsgroup
    interface too), I think. What's the advantage of forums over
    news?

    In my country, not all people have his own computer, them
    use public computer or a friend's computer. So them cannot
    install a news reader on every computer he use.

    People like me not always have time to return home and use
    my personal computer but can i use other in other places.

    subscribing in a mailing list, signifies receive dozens of
    mails, if you are subscribed to 2 or 3 list, this can be a
    pain when chencking the mailbox.

    And finally and most important (i think), an anonimous user
    dont need to register to the mailing list and the answers
    can be viewed with a web-browser from any where.

    You can read the news using the web interface. And you don't
    need to subscribe to the list to post to it...
