Probably you just need to install it. Another possibility is that your system should be using 'bison' instead of 'yacc', but ./configure did not figure that out. I believe that most modern Linux distos provide 'bison'. Please attach output of ./configure if you still need help. IOW: this looks like a user error. It should be closed unless the ./configure output shows a problem.
