[q-lang-devel] configure needs tk include path set on Debian

I had to give option --with-tk-includes=-I/usr/include/tcl8.4 to the
configure script to get the right include directory.  Debian systems
install the headers there, not to plain /usr/include.  Included is a
patch for configure.in to add the right include directory if
necessary.
