Yes, originally I screwed up and thought it was new in 2.4 IIRC.

Correct.  At least it hasn't made it into a released version.  CVS
should be correct.  You should be able to update python.py around line
99.  It should look like this:

        if utils.pythonVersion() >= utils.PYTHON_2_3:
            GLOBAL_FUNC_INFO['dict'] = (types.DictType, 0, 1, [])
