It's fixed.  The problem this time is Ward had added a new utility to 
throw up a warning when toolbox calls are declared that don't exist.  
This would be analogous to Mops' SYSCALL.  I deleted that utility.

I'll hold off on sending out a new QE because we may want to add the 
capability to launch different versions of PowerMops via a Prefs 
setting.
