#323 Actarray actuator for stage 3.0

This patch provides a simple actuator model for stage for implementing lifing/sliding/rotating type devices (the lift function of a gripper perhaps?).

And access to the new model via the player actarray interface.

The patch is against stage trunk 6983

It appears my editor has decided to strip trailing whitespace from lines, if a patch without this is wanted let me know and I can see what I can do.
