In 2.x, umodes will probably be taken care of by the new privacy infrastructure, and umode +i will be handled by the same mechanism that handles invisible on other protocols. Likewise, the tasks seather wishes to take care of are appropriate for a plugin. I believe there is a plugin in the plugin tracker called irc_extras (or something to that effect) which provides most of these features.
