Norton Internet Security has an annoying practice of blocking ports despite being set to allow unfettered access. I've been in contact with them about this and after weeks of jumping through hoops, the effective response I've gotten is "because it is a HTTP connection NIS protects you by blocking access and not telling you about it or showing any indication in the logs".
