I consider this a Windows GTK bug. Windows applications are expected to 
place their own Windows, but if they don't care, Windows is capable of 
doing it in an "acceptable" way (one that at the very least avoids 
placing the windows under any toolbars that might be in the way).  I 
suspect that GTK is explicitly placing the windows at 0, 0 if we don't 
tell it where to put them.

GTK should be selecting a location smartly or letting Windows do it.
