Everyone,
I hope this explains this issue a bit better. We don't provide dynamic
content translation, so existing content encoding conversion isn't part
of the l10n change to utf-8.

l10n created using utf-8 encoding

        layout mod:
                Use php mbstring to process:
                
                * internal_encoding
                        N/A for l10n
                                Note: utf-8 data store is an issue with
                                mysql versions prior to 4.1.
                        
                * http_input
                        N/A for l10n
                        
                * http_output
                        l10n utf-8 --> ?????
