Based on a comment made on bug #4170 (http://sourceforge.net/p/phpmyadmin/bugs/4170/?limit=10&page=2#4fb5), I'm making a feature request for the column headings in the Browse and other SQL results to be sticky so they stay at the top of the list when the user scrolls through the rows.
This improves the experience, and prevents scrolling back to the headers on large tables. Since it's already being done for the main navigation, it doesn't seem like this would be jarring or confusing for users in any way.
A similar tactic could be taken on horizontal axis with the row-level actions, although this may undesirably reduce the amount of visible space for row data on narrow viewports.
