DSA is unwilling to perform

Hello. In the perl script, I have the following codes:

print $mesg->code . "\n";
print $mesg->error;

and the result is:
53
DSA is unwilling to perform

It seems to me that the message code is "53", but what does "DSA is unwilling to perfom"?

Can someone help me out? Thank you very much in advance.
