    Implement SET_SV_ANYVAL() macro
    
    This converts a PDL_Anyval into an SV using IVTYPE or NVTYPE
    as required to avoid loss of precision.

    Add info comments re type conversion
    
    flowconvert is in slices.pd and the various shortcut type
    constructors need to be reworked to avoid a conversion from
    double by default.
