#730 Running validate with PS already running (3.16)

If a validate run is attempted with PS already running (as when configured to run at System Startup), PS comes to the foreground, but nothing else happens. PS should at least detect this and warn that validation wasn't done, that it takes a separate execution.

Note: I have PS configured to not Allow multiple instances.
