#1060 Special symbol set breaks export to XML

When the default password policy has a special symbol set defined, under the Preferences element in exported XML I see this element:

<DefaultSymbols<![CDATA<span>[.,=-+_#$()*/]]></DefaultSymbols>

The DefaultSymbols opening element is missing it's closing '>', making it invalid XML. It doesn't affect the symbols element in non-default password policies.
