That's not true. When parenthesis are not used, everything up to the 
newline is considered a tag's parameter. See 
[http://pasdoc.sipsolutions.net/TagsParametersWithoutParenthesis]. And 
output for ok_value_member_tags.pas unit confirms it, see 
[http://pasdoc.sourceforge.net/correct_tests_output/html/ok_value_member_tags.html].

So the test unit uses @value tag properly, as far as I can see.
