I just wanna ask myspace: in v 4.13 unicode conversion work, but I have to recompile 7za from sources, and if I download binary version, I can't adapt it to my locale settings?

What is your Linux (Fedora 2, debian, ... ) ? version ?

What do my "7za" display (locale=?,utf16=?) ?

my "7za" is compiled and statically linked on Fedora 2.
Perharps, the glibc of my Fedora 2 do not understand your locale ?

All my localization variables is uk_UA, only LC_ALL is empty...

I made some tests on a linux Mandrake 10.1 Official.
with any value to LANG/LC_CTYPE/LC_ALL,
7za from p7zip_4.13_x86_linux_bin.tar.bz2 always displays "locale=C"
on a Mandrake 10.1 Official.
I think that the problem is coming from the directory that contains the "locale" :
- /usr/lib/locale : Fedora 2 / Solaris 8
- /usr/share/locale : OpenBSD / Debian / FreeBSD / MacOS X / Mandrake 10.1 / NetBSD
So a statically linked C library on Fedora searchs for "/usr/lib/locale".
With "locale=C", the utf16 conversion is between "C" (ascii only charset) and utf16.
So the non-ansi (>127) characters become "?".
For the next version of 7za for "p7zip_?.??_x86_linux_bin.tar.bz2", I will
try to semi-statically 7za :
- static link for the C++ runtime (because it depends on the version of g++ that you have installed)
- dynamic link for the C library.
