you can easily do that by adding a "context" in the task description. For example;
Task 1: World domination #worlddomination
Task 2: Get money #worlddomination
Task 3: Get an army #worlddomination
Task 4: Invent time travel #worlddomination
Your main task (1) would not be complete until you have completed the 3 other tasks. You can easily see what's remaining to do by entering the "context" in the filter field (typing #worlddomi would be enough to list all tasks that are related to this)
I think that approach is sufficient and does not add unnecessary features. There's an ongoing discussion about tagging tasks at https://sourceforge.net/p/osmo-pim/feature-requests/19 which would allow using tags as global tasks.
