[openwince-announce] ioperm integrated into Cygwin

ioperm package (version 0.3) is now integrated into mainstream Cygwin 
net distribution as a new package - 
http://www.cygwin.com/packages/ioperm/ .  From today, all future ioperm 
releases would be uploaded to all Cygwin mirrors.

So, separate download/build/installation is no longer required.
