We're currently in the process of updating almost everything and migrating aggressively to 1.3. The latest and greatest code is in CVS and has been tweaked to run under IBM's JDK 1.3. The "look and feel" thing was recently addressed. Fixed? I'm not sure, but we're working on it. And I HEARTILY recommend IBM's JDK for Linux. They seem to be far more motivated than Sun to make their JDK work on a Solaris-competitor. Also, you can report bugs directly into our bug tracker, Bugzilla, at http://www.opennms.org/bugzilla.
