I was actually expecting that to be a scan of plugins stored on disk in
findable locations.  This is the list of plugins that could be loaded.

Yes, this needs to be dealt with better.  We used to die if anything failed,
now we keep going but return a bad return at init.  There isn't any real
good way to let the user figure out exactly what went wrong however.

ltdl will prevent us from loading a module more than once if it is already
loaded, there are better ways we can use info there.

We will have to keep active handler counts, which is a ref count of sorts,
associated with each plugin.  That will have to be part of the handler
create and destroy interfaces.
