Unless you want to build it all yourself from scratch, I don't think you'll do much better than ModEEG or Soundcard EEG (although I've never used or seen their one!). The reasons for my opinion are two fold: 1) ModEEG schematics compare with anything I've seen in the literature, 2) you have this group to ask questions who will have experience with common hardware.
