First, the monitor tool is something of a work in progress and we have just recently been working to bring it up to date and add additional features. There are some definite problems with the monitor tool in Open DDS 2.3 and if you are interested in it I recommend either working with the latest code from subversion or waiting for the next release of OpenDDS. You need to enable monitoring in any processes that you want to monitor. See the test in $DDDS_ROOT/DCPS/Monitor for an example of how to initialize a publisher and subscriber for monitoring. There is a description of this initialization in $DDS_ROOT/dds/monitor. Once the monitoring code is enabled in the publisher and subscriber processes they should begin publishing their monitor data.
