OpenBTS Public is already merged into OpenBTS UHD. Merging into the public repository, however, requires a copyright transfer to KSP, which, for myself, also invokes a certain amount of additional paperwork. I admit that I'm behind on this; paperwork does not rank high on my list of motivating factors. Also, there have been discussions in the past to maintain a public repository, hosted by GNU Radio, that would more easily or willingly accept independent contributions.
