The 2.6 release ramps up power slowly, starting at GSM.PowerManager.MaxAtnDB and ramping up to GSM.PowerManager.MinAttenDB at a rate of 1 dB every GSM.PowerManager.Period milliseconds. All of these values are configurable. In the default configuration, with your hardware, power will start at -10 dBm and ramp up to 13 dBm at a rate of 1 dB every 6 seconds. You can observe and control this in real time from the CLI with the "power" command. If you try to push the output power above 3 dB attenuation with the USRP/RFX hardware, you will produce a distorted waveform. One symptom of this is that phones will see images of your BTS signal on other ARFCNs, like when your 900 MHz phone showed a beacon on ARFCN 10 while you were transmitting on ARFCN 207.
