I think it is no problem to make it more RedHat independant, but I have no possibility to test it on a Mandrake, SuSE or something similar. Maybe someone else wants to test and fix it. At the moment you will find some stuff about "babel31.inc" "POVREADME" and so on. This are the files needed for my Povray3.1 (Povray is a nice free raytracer. See http://www.povray.org and http://www.streit.cc/ray/ray_e.html) output plugin for openbabel. So simply remove it for the official version of openbabel.
