[Open Babel] 2.3.0rc2 Release Candidate Posted

I have posted 2.3.0rc2 to SourceForge:

Based on the success of the rc1 snapshot and extensive testing, I intend to release 2.3.0 tomorrow night (Pittsburgh time) unless I hear some obvious flaw in rc2.
