[Open1x-xsupplicant] New release

I am pleased to announce the development release of XSupplicant 2.1.4.   
This release fixes a lot of issues that people have reported, and adds 
basic support for EAP-SIM and EAP-AKA.  Please see the release notes and 
change log for more information.  Also, please report any issues that 
you run in to.
