With old WIndows versions you can tweak this by modifying registry (HKCU/Software/Microsoft/Windows/CurrentVersion/Explorer/User Shell Folders), but in Vista you can use regular GUI to do it (open your user profiles folder, select the special folder to move, right click it and select the 'Location' tab and select it's new location). I moved the documents folder and $DOCUMENTS still worked. NSIS uses Windows API to get access to the path, so as long as you use proper API or other interfaces to change your folder's path and not write directly to the registry it should work.
