#11 Compare INI files by key only

Option to compare INI files by key.
It is useful for comparing language files stored as INI files (Joomla!, etc.)
Now two rows which differ by more than 50% are considered totally different - they are shown as deleted in the first file and created in the second file. Actually they start with the same key, but the value is long.
