Summary: Config files shouldn't be read twice

Initial Comment:
Currently, if the same directory appears twice in
the config search list, then any config files in
that directory will be read in twice.

The library should either sanitise the search list
to omit duplicate directories, or keep a track of
which config files have been processed, and skip
any duplicates.
