Control ids is not very good thing, because they're generated in one place. Better approach will be to use direct pointers instead of ids. It'll simplify code. I.e. you've integrated exitapp menu and dialog into menu. That's bad. Stas works on replacement for ncurses++ library. Parts of it already commited. Take a look at it please, and tell us what you think about it.
