True link quality is a measure of SNR (signal to noise ratio). Signal strength alone is not meaningful when there is a lot of interference (noise). However, Windows NDIS Wireless drivers do not have SNR or Noise available to do the proper calculation. I think Windows is taking certain tresholds of Signal power and translating it to arbitrary poor/good/excellent. Ndiswrapper is reporting Noise power as -256dBm. Instead a more realistic noise value could be assumed (such as say -90dBm) and SNR and Link Quality can be calculated based on this assumed value so that these applets could display something meaningful tracking the signal strength alone.
