I have thought about doing similar, I had thought openocd (http://openocd.berlios.de/web/) would be a good starting point for doing this. Openocd has all the JTAG driving routines and gdb protocol already coded.

The only document from TI I have seen is the one (http://www.ti.com/litv/pdf/slaa149f), this is the document that is used to implement msp430-jtag etc. This gives you memory read/write, flash erase/write, and register read/write.
