Better late then never. I stumbled over the patch from Anthony in my mailbox ... decided to incorporate for 1.16.0 . Please see current http:mpg123.org/snapshot . There is a companion program, mpg123-id3dump, that also supports writing the APICs to files.
I decided against adding that functionality to the mpg123 binary itself, it is complex enough.
