That file should be in the mh distro:

 mh/lib/site_win58/auto/Win32/API/api.dll

Here are the stats I see:

  -rw-rw-rw-   1 winter   root    32879 Jul 11  2003 API.dll

If that file is bad also, I think you have a bigger issue ... mabye a dying
hard drive.   You can try re-install mh, or try the mhe.exe or mh.exe
compiled versions.
