Yes, it is possible to have both runtimes within one toolchain. You need to build it with multilib support. The directory /mingw/lib (/<default-target>/lib) is the library folder for the default target. This means, if you build for example a x64 defaulted toolchain, that lib is for 64-bit libraries and objects. As sibling to lib a link to it, named "lib64", has to exist. Additionally the folder "lib32" has to be generated as sibling folder to "lib" for the 32-bit libraries and objects. The headers are shared between both versions.
