This is very basic indeed. It might be better if you get a hold of an 
introductory LaTeX tutorial and go through it first. A few possibilities:

"The not so short introduction to LaTeX"

"A beginner's introduction to typesetting with LaTeX"
-> http://www.ctan.org/tex-archive/info/beginlatex/beginlatex.pdf

Well, to be short:

- create a file "myfile.tex" containing the following text:

\documentclass{article}
\begin{document}
\section*{My first document}
This is a short example of a \LaTeX\ document.
\end{document}

- open a DOS prompt and type "latex myfile.tex", and then "dvips 
myfile.dvi". This will give you a PostScript .ps file, which you can 
view with GhostScript.
For a PDF file (as you want), type "pdflatex myfile.tex", this will 
directly generate a .pdf file.
