Either get beamer.tar.lzma and miktex-zzdb1-2.7.tar.lzma and miktex-zzdb2-2.7.tar.lzma from CTAN (be fast, 2.7. will be removed on 1. January). Put all three files in an empty folder and use this folder as "local repository". Or install the files in beamer.zip manually (without the package manager). I haven't looked in beamer.zip but normally installing means "move all files in the correct folder of a local texmf tree and then update the FNDB" - which can be quite tedious and errorprone as beamer consist of a lot of files.
