Thanks for the info.  I will move the file to where it belongs

By the way I did all the diagnosis to determine if the problem was a MiKTeX 
or a PSTRICK problem.  Reinstalling is most definitely a very LLAAASSSSST 
resort.

Wow. Perhaps you should also consider to reinstall windows ;-)

If after an update of a miktex-package a file is missing this means in
most cases that an error had been made in packaging. In such cases get
the missing file(s) e.g. from CTAN, put they somewhere where LaTeX can
find them and from where you can later remove them easily (e.g. in
tex\latex\ps-missingfiles in a local root) and then make a bug report
in the miktex bug tracker.

Now this means that the file is not really missing but simply in the
wrong place.

Move it to
C:\programs\miktex2.7\tex\generic\pst-3dplot

and then update the FNDB. (miktex->setttings).
