You are wrong - palatino doesn't use uplr8*.tfm, but pplr8*.tfm. The URW fonts are a drop in replacement for the fonts from adobe and hence use the same tfm files. (Just look at texmf\tex\latex\psnfss\palatino.sty or localtexmf\dvips\config\download35.map - notice "ppl", not "upl" as name.) You should look for pplr8t.tfm - run "kpsewhich.exe pplr8t.tfm".
