If you use recent version of mpl, the size of the overall legend
should scale with the font size.
See below,

import matplotlib.font_manager
prop = matplotlib.font_manager.FontProperties(size=5)
lagend(prop=prop)

Just in case, my preference in your case is to move the legend outside
of the axes area.
