so just to be clear about this; the patch is not relevant because you are patching a file that is nonexistant in the git repository. we have a translationsystem built on po files, the strings in the desktop files are inside each po file and built from there.
see the wiki for Translation information and how to particitpate. (lxappearance is 100% translated to French and have at least one active maintainer).

LXAppearande desktop file is translated using Pootle. Submitting patches is not supported.
