The login window keeps saying 'username' and 'Preferences' in english. What it changes is the default locale for the user, who logs in. When I open a konsole, the locale is es_ES.utf8 and non-KDE programs like gimp also have the user interface (menus, etc.) in spanish. KDE-programs still stay in the user-defined language (like expected). Hence, I see little use of this parameter. I asked it some months ago but did not get an answer: How do I change the language for ldm (login window)?
