If it were enabled, it would check that the F_RSETLK and F_RGETLK arguments to fcntl() work. These arguments are not documented in the AIX, Solaris or HP-UX manual pages, only in the IRIX ones. IRIX says this pair of arguments are for use by NFS lockd and really doesn't go into much detail. Since Linux has a kernel lockd, it seems unlikely that we shall ever add these fcntls to Linux. Therefore I propose that fcntl06 be removed.
