lirc, with (serial) irblaster and pvr-150; transmitter doesn't work

Hello,

I have had this combination working for a long time on various distros, but
my latest upgrade to Ubuntu 9.10 isn't working.  I have a PVR-150, and can
get the receiver working with the gray remote, and an irblaster connected to
/dev/ttyS0.  Sorry for the console soup, I'm trying to make the question
concise.

With lircd.conf as listed below, my irblaster doesn't show up in the irsend
list, and naturally doesn't work.  If I flip the order, it shows up, but
still doesn't work:
myth@mythtv:~$ irsend SEND_ONCE HUGHES_DSS_GAEBO 1
irsend: command failed: SEND_ONCE HUGHES_DSS_GAEBO 1
irsend: hardware does not support sending


I'm hoping someone can point me in the right direction.
