OK, finally had a chance to do some testing. I have determined that I will not get the freeze during boot if the USB IR dongle is not connected. I have tried three separate USB IR dongles (all from TopSeed) and all three will hang the boot process eventually. Another test I did, was perform another clean installation on another PC with minimal karmic and no LIRC. It never hung during boot (tried about 15 cold boots and reboots). Installed LIRC and connected the USB IR dongle and it hung on the very next reboot. What else can I do to help figure this issue out? Just a side note, I am a Linux novice so I might need some help performing specific troubleshooting.
