I have the same problem. I don't think it's your lircd.conf that's the 
problem so much as your .lircrc. I find I have to put repeat=2 in my 
.lircrc as otherwise a single press of a key causes double or triple 
presses on screen, but that also means that I can't multiply press the 
same key quickly, just as you find.

If there is a good solution to this I would be glad to hear it. At the 
moment my remote has a very different feel to using a keyboard.
