Thanks for the post.

I need to disagree, as there is huge difference between the behavior
under linux and windows. I use that same kernel (2.6.18).

Anyway - someone on mythtv IRC said that this is know problem, because
ATI have their tuneups in their win driver. Anyway, I used an
extension usb cord to place the receiver away from the machine, and
now it works much better. So it has something to do with how the
signals are filtered.
