that's an easy one to answer. The kernel sources is either an RPM package under Suse/Debian or an archive file containing the Linux kernel sources of your Linux distribution. These need to be installed as a package onto your distribution system so that your LIRC package can pick up certain instructions from the kernel. Otherwise LiRC simply cannot be compiled because it needs special library headers and other details from those sources. The kernel sources should be part of your distribution. If you are using SuSE Linux, you can find them under the Development category. Not sure about other distributions, though.

The LIRC dir can be stored anywhere on your system. When compiling the driver, the system automatically assigns the right place for LIRC to install on your system.
